Job Description:

Resp Qualifications PURPOSE The Principal Infrastructure Architect functions at the Director level by providing technical leadership, vision, and direction for information systems, ensuring support of the companyrsquos business objectives and requirements. The incumbent has key responsibility for ensuring integration and system coherency between systems and other computing operations and activities. The individual must understand how to leverage business applications and technology for competitive advantage. The incumbent is responsible for developing architecture and integration strategies, providing both strategic and tactical planning configuration andor modification of procedures, processes, software or hardware to solve business systems problems, considering computer equipment capacity and limitations, operating costs and business needs, as well as financial limitations and benefits. This requires expert technical knowledge of all components of multiple operating systems or technology platforms and demonstrates the level of advanced technical skills and experience necessary to develop and implement complex custom solutions. The Principal Infrastructure Architect has accountability for serving as the lead technology expert and architectural design resource for the organizationrsquos technology infrastructure and platforms including but not limited to UNIX, Windows, Database, Middleware, Data Network, Storage, Unified Communications, Mainframe, Cloud Computing, Data Center Engineering and Disaster Recovery Planning. This accountability extends to development, execution, operations, and integration of data, security and applications architectures and includes on-premise as well as cloud based solutions. The Principal Infrastructure Architect may also direct highly complex, large scale, multi-location, multi-year IT centric initiatives consisting of multiple initiatives and tasks with budgets in excess of 5 million. Leads requirements and creation of highly complex technical solutions required by business applications and ensures that the infrastructure is designed for performance, availability and operational compliance. Conducts and leads design and architectural reviews to ensure adherence to performance guidelines, availability and architectural and security guidelines. Leads problem resolution activities for infrastructure and application issues at the highest level of technical escalation within IT Operations, conducting these activities across platforms and across organizations, including external partners. Leverages performance monitoring tools and utilities to review and interpret system logs, errors and patterns to determine root cause and define and implement mitigation strategies. Mentors other technical teams with the implementation of best practice and industry standard solutions for infrastructure implementations. Incumbent will drive continuous improvement for the ITSM implementation. Participates and provides leadership with ITIL problem management, configuration management, change management, knowledge management, and availability and service management components. The incumbent will also act as consulting resource for the strategy, design and implementation of the disaster recovery and business continuity infrastructure, architecture, documentation and processes. This position works with Disaster RecoverBusiness Continuity teams as well as technical support groups across TOS, external business partners, and CareFirst business units to develop and maintain an integrated strategy that meets the Recovery Point Objectives and Recovery Time Objectives of the services CareFirst provides its associates and customers, ensuring availability of core systems. PRINCIPAL ACCOUNTABILITIES Under the general direction of the VP andor Directors of IT Operations, the incumbent39s accountabilities include, but are not limited to the following Serves as consultative resource to IT Operations VP and directors and CareFirst technical teams, business units, and external partners that are creatingdevelopingmaintaining system design in areas such as infrastructure, security, operations, integration, execution and network. Duties often span multiple heterogeneous platforms, and particularly as these designs apply to CareFirst infrastructure and technologies. As the top level of technical expertise within IT Operations for infrastructure and system integration matters, provides direction to other technical team members, including principal engineers, management, etc. Provides leadership in diagnosing and preventing production problems and assists with communications of business and customer impact of incidents. Utilizing expert knowledge of business and technical operations plays a primary role in the development and implementation of Operating and Service Level Agreements as well as implementation of ITIL processes, procedures and disciplines. Provides guidance and leadership to effectively manage and utilize CareFirst technology resources according to budgetary and resource constraints and business priorities. Engage in constant learning to stay current with new technologies and create and sustain business literacy. Represents IT Operations and TOS as appropriate, and plays a pivotal role in CareFirst corporate initiatives by providing design and capacity input for the technology to support those initiatives. This includes the coordination of IT Operations in the delivery of the required infrastructure for complex and critical technologies. Acts as primary representative of core technologies at CareFirst architecture and governance processes (SRT, ARB and related processes), with recognition as voting members within those processes. Provides oversight, guidance and direction of enterprise and infrastructure initiatives, including project execution, steering committee leadership, and setting direction for projects at implementation level. As appropriate, functions as programproject manager in the technical delivery of corporate and infrastructure initiatives. Researches emerging technologies, changes in the InsuranceHealthcare industry and the business functions of various customer groups in order to determine if the advanced technologies fit the needs of changing strategies, goals and objectives. Develops strategies for implementing new technologies and enhancing existing infrastructure. This development includes collaboration with procurement, vendors, and financial management to appropriate budget planning and management. Identifies and acts upon opportunities for continuous improvement and seeks opportunities for learning, with a personal demonstrated commitment to change and improvement, leading by example for peers and staff. Provides mentoring and coaching to team members and other technical areas, partnering with management to provide technical competency input to development and performance plans. Mentors management and senior technical team members within IT Operations and across TOS as appropriate on CareFirst technologies and operating procedures. Serves as a direct consultative resource to the VP and Directors of IT Operations, as well as other technical teams and business units by explaining technical alternatives in understandable language and by providing and influencing the adoption of appropriate solutions to problems. Provides technical and project leadership of matrix team of people who have responsibility for strategy and development, including systems and application development, vendor management, and legacy systems integration. Leads communication between all key CareFirst groups and the customer community via meeting facilitation as required and input into status reporting mechanisms (weekly, monthly, and quarterly). Maintains high level of engagement with vendors and external partners to ensure awareness of new technologies and partners with the Architecture team relative to review and implementation, and ensuring compatibility within CareFirstrsquos Enterprise Architecture. Actively seeks and attains expansion of technical and business knowledge and expertise through participation in training, conferences and independent research. Provides master level technical direction within the appropriate discipline and guidanceoversight for the installation administration and configuration of the most complex software and hardware environments in a timely manner in keeping with current release levels to ensure performance and security of CareFirst systems Leads the team in compliance with and maintenance of all corporate change control, ITIL, security and Audit requirements. Provides guidance and approval of schedules for software and hardware maintenance, ensuring review of potential integration issues and mitigation strategies Reviews useracceptance testing activities and blackout for new installations and upgrade activities. This position is subject to a Level 6C security requirement. QUALIFICATION REQUIREMENTS A Bachelor39s degree in computer science, information systems, business administration or related field or equivalent and minimum of 15+ years in high-level systems andor applications andor network design, infrastructuresystems administration development and tuning, as well as with database design and access, familiarity with networking fundamentals and experience influencing senior-level management with technical consultation to both internal and external teams. Below are representative platforms bull TIBCO o Tibco Administration experience with TIBCO Products like BC, BE, BW, EMS, HAWK, BWPM, Silver Fabric o Wide breadth of knowledge across many Java Open-Source technologies including Ant, Struts, Spring, Hibernate, XML parser technology, JUnit and HTTPUnit , with exposure to Web Application Servers e.g. Apache, Tomcat, Weblogic, WebSphere, WebLogic bull WEBPORTALSJAVA o Experience with Enterprise Service Bus (ESB) such as IBM WebSphere DataPower, MQSeries or TIBCO, as well as experience with Java, J2EE, EJB, JSP, JDBC, etc. o Strong knowledge of JavaScript, Applets, JMS, JMX, JSF, Web services, SOAP and RMI including wide breadth of knowledge across many Java Open-Source technologies o Hands on experience to deploy J2EE applications on different platform (like JBoss, WebLogic or WebSphere) bull DATABASE o In-depth knowledge of database technology (Oracle, MS SQL Server, HADOOP DB2) o Experience with clustering and high availability database and storage technologies o Hands on experience with backup and recovery and database replication technologies o Experience with database design, data administration and information security bull OSSTORAGE o Experience with AIX, LINUX, Windows andor related operating system technologies and administration o Experience with Converged and Hyperconverged technology solutions such as EXADATA o Experience with VMWARE, CITRIX and related virtualizationremote access technologies o Experience managing large (PETABYTES) of storage across multiple heterogeneous technologies and multiple locations, including on-premise and cloud hosted bull NETWORK o Experience in LANWAN systems design, implementation, and troubleshooting of mission critical IT systems across multiple sites o Knowledge and experience with IP address management and IP-SEC based VPN solutions. o Expert in routing protocols EIGRP, OSPF, ISIS, Multi-cast, TCPIP, HDLC and BGP as well as DNS and DHCP o End-to-end QOS knowledge across a Cisco LANWAN infrastructure, VOIP and Session Border Controllers o Expert knowledge of Cisco routing and switching and Wireless LAN solutions o Experience implementing, configuring and troubleshooting Software Defined Networking and integrating with legacy network components bull Hands on experience and or certification with F5 (LTM, ASM), data capture and analysis, network management applications (Solar Winds, IXIA, Netscout -
