Job Description:

Nature of Work Geographic Information Systems (GIS) analysis, application design, programming and technical support at the full performance level for the West Virginia Department of Commerce in support of economic development and broadband development initiatives in the West Virginia Development Office and in cooperation with the West Virginia Broadband Enhancement Council. Position will work as part of a team along with the State GIS Coordinator and Broadband Program Manager, ensuring compliance with all requirements of the West Virginia Department of Commerce and the West Virginia Geological and Economic Survey. Under supervision, the position will assist state, local and regional entities, and other stakeholders, in economic development and broadband development initiatives. --Responsibilities will include, but not be limited to, gathering and normalizing broadband data; management and operation of remote sensing hardware and software resources within the context of mapping programs and agency policy directives; implementing and updating online broadband mapping applications; identifying and resolving any issues in achieving agency mapping objectives; data validation, database development and management and web service development. Technical work in GIS analysis, application design and programming will include, but not be limited to, developing, updating and monitoring online mapping applications; tracking the progress of mapping projects and correcting any variances in the data, as well as advanced GIS analysis, analysis of the State internet speed test data, application development and other GIS related activities as assigned.--Distinguishing Characteristics At this the level, the incumbent will perform technical work in GIS analysis, application design, programming, project development and technical assistance for users. This position does not have budgetary or supervisory responsibilities.--Perform related work as required.Examples of WorkPerform complex GIS analysis of broadband and economic development spatial data.Perform GIS and/or remote sensing hardware and software operations; implement, operate, and monitor performance of hardware and software; evaluate requirements for equipment upgrades and contribute to the selection and procurement of hardware, software, and related services; adhere to applicable standards for hardware and software; and where applicable, coordinate with the agency on the maintenance and service contracts.Analyze functional requirements; design, develop, code, document, test and maintain computer application programs for GIS and/or the State internet speed test; design applications; provide professional input regarding scope, requirements and specifications for mapping projects, plans, and documents.Perform data maintenance on complex broadband and economic development GIS data sets; diagnose and resolve complex application and database issues.Coordinate with the State GIS Coordinator and/or the Broadband Program Manager to develop and implement a strategic plan for economic development and broadband development initiatives.Coordinate with state and federal agencies and other stakeholders on broadband data, mapping and development, and ensure compliance with state and federal geospatial data requirements.Ensure that necessary information is provided to the Broadband Program Manager, and/or the Broadband Council to assess and provide input for broadband expansion.------------------Assist local governments and stakeholders in the development of broadband expansion projects. ------------------Coordinate with WV Office of Technology and/or GES staff on the development and support of related systems and respond to after-hours system support issues.------------------Write, test and prepare documentation of GIS application programs.------------------Prepare GIS reports, user manuals and provide user training.------------------Assist in design and enforcement of GIS database standards for content.------------------Ensure that all activities are transparent and in compliance with federal and state guidelines and that accurate and timely project reporting is accomplished.------------------Work as part of an inter-agency team and perform other duties as assigned.Knowledge, Skills and AbilitiesKnowledge of GIS software used by employing agency.Knowledge of automated mapping and spatial information processing methods and techniques.Knowledge of the capabilities of automated mapping and geographic information processing systems.Knowledge of cartographic design and drafting principles, automated mapping and GIS database design.Knowledge of GIS and/or remote sensing hardware and software components, data communication, and network methods and techniques.Ability to reason logically and to communicate effectively with system users to translate application concepts into system applications.Ability to translate technical concepts and terminology to system users.Ability to design, program and support GIS applications.Ability to communicate effectively with stakeholders and write proficiently.Minimum Qualifications Education: Bachelor's degree from a regionally accredited four-year college or university.----------------------Experience: Five years of full-time or equivalent part-time paid experience in Geographic Information TechnologyEducation & Experience Substitution: Master's degree from an accredited college or university may be substituted for 2 years on the required experience. Doctorate degree from an accredited college or university may be substituted for three years of the required experience. (Preference may be given to those with a major in geography, cartography, geology, natural or earth sciences, environmental sciences, engineering, engineering technology, mathematics, computer sciences.)Substitution: A professional diploma from National Geospatial-Intelligence College of the National Geospatial-Intelligence Agency may substitute for the training.
