OSMRE is looking for talented, highly motivated, professionals for two (2) Field Office Director positions. These positions are located within the Regions 1 and 2, specifically the Charleston Field Office located in Charleston, WV; and in the Pittsburgh Field Office located in Green Tree, PA. Come join a rewarding team of employees within OSMRE who are located throughout the United States.As a Field Office Director, you will:- Report to the Regional Director and provide leadership, executive management, direction and supervision of subordinates in the administration of: the Surface Mining Control and Reclamation Act (SMCRA); Federal Regulations; and the Office Surface Mining Reclamation and Enforcements (OSMREs) field office reclamation and enforcement programs and policies.- Provide inspection, enforcement and oversight of state and Federal SMCRA programs, Abandoned Mine Land (AML) reclamation programs, and administrative support activities.- Interact with industry, private and public interest groups, mine operators, and other Federal agencies within the states in order to monitor and assess financial aid and assist states with their local mining reclamation program.- Review, conduct, and monitor state programs to recommend changes in environmental policy, legislation, regulations, and guidelines.- Provide leadership, oversight, planning, reporting, and monitoring of SMCRA related programs being utilized by the state to ensure the proper administration and accountability of state awarded OSMRE grants.- Establish goals and monitor program progress to determine conformity with local and national environmental policies related to regulating surface coal mining operations.- Ensure the Regional Director is kept abreast of issues that may arise and participate in strategic planning.- Assist states with the development and implementation of their AML Reclamation plans.- Serve as the focal point for assigned state regulatory agencies and enlist public participation and cooperation for the implementation of major environmental programs.- Oversee and be responsible for the work assignments of other supervisors, professional, technical and administrative staff reporting to the Field Office Director.- Plan and implement a budget for the Field Office subordinate office(s).You must be a U.S. citizen.Background investigation may be required.Subject to financial disclosure requirements. You cannot own any direct or indirect financial interest in a coal mining operation.Males born after 12/31/59 must be registered for Selective Service or meet an approved exemption.New Supervisors must serve a Supervisory Probationary Period.QualificationsApplicant must possess one year of specialized experience with the particular knowledge, skills and abilities to perform successfully the duties of the position that are typically in or directly related to the position to be filled. To be creditable, specialized experience must have been equivalent to the current or next lower grade level in the Federal service, or comparable pay band system. Qualifying experience may be obtained in the private or public sector. Specialized Experience is defined as: Senior-level experience providing managerial oversight related to surface coal mining operations and coal related Abandoned Mine Land (AML), reclamation, to include: advising, consulting, and gaining cooperation and participation from state and local entities, citizen groups, and the coal industry. The candidate must have senior-level experience providing management and direction over a variety of professional, technical, and administrative fields that implement, or operate under statutorily authorized environmental programs (e.g. Surface Mining Control and Reclamation Act (SMCRA), Clean Water Act (CWA), National Environmental Protection Act (NEPA)). The candidate must have experience developing, implementing, and monitoring policy, legislation, regulations, and guidelines associated with AML, reclamation,and coal mining operations.You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies."Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
